Fraunhofer ISI and Technical University of Vienna / EEG have conducted an independent assessment of the 27 NREAPs submitted by the Member States to the European Commission. The approach chosen is that of a detailed analysis of the NREAPs according to well-defined criteria, from basic evaluation criteria (such as formal inconsistencies) to an assessment of proposed measures to overcome non-cost barriers to renewables. The qualitative assessment also includes an evaluation of the envisaged measures to strengthen direct financial support for meeting the 2020 RES targets.
